Amazon and Microsoft have joined forces to support legislation aimed at restricting Nvidia’s ability to export advanced chips to China, according to a report from the Wall Street Journal. The proposed legislation, known as the GAIN AI Act (Guaranteeing Access and Innovation for National Artificial Intelligence), is backed by both tech giants and AI startup Anthropic. The GAIN AI Act, introduced as part of the National Defense Authorization Act, seeks to ensure that AI chipmakers like Nvidia prioritize domestic orders for advanced processors before supplying them to foreign customers. This move comes amid growing concerns over China’s use of cutting-edge AI technology for military advancements.
While Microsoft has publicly supported the legislation, officials from Amazon’s cloud unit have reportedly expressed their backing to Senate staffers privately. However, Meta Platforms and Alphabet’s Google have not taken a stance on the bill, and U.S. President Donald Trump has also remained neutral.
Nvidia, the world’s leading chipmaker, has voiced strong objections to the GAIN AI Act, arguing that it could restrict global competition and limit the computing power available to other countries. The company has expressed concerns that the legislation could hinder access to its advanced chips, particularly in regions that rely on these technologies for both commercial and scientific purposes.
The push to limit exports to China reflects Washington’s ongoing efforts to curb the country’s access to AI capabilities, driven by fears that China could leverage such technologies to advance its military capabilities. Nvidia exports to China
